Clottey chose not to throw punches. Your argument doesn't work there. He ran his show every round, the punch count was something like 1200-400. Pacquiao was treating Clottey like a body bag, Clottey fought scared, he fought like a little girl. Punches thrown is great but if you're just hitting cloves it means nothing. This guy gave Pacquiao a welt under his eye and was snapping his head with uppercuts WHEN HE THREW. I agree there's no doubt Pacquiao won, but he really never hurt Clottey that much. I absolutely agree that Clottey fought a scared fight and against a guy like Pacquiao you can't fight scared. They are usually too scared that something will go wrong and they will be caught wide open leaving their opponent with a knockout punch. It was even tougher to watch because he actually could hurt Manny but he just chose not to throw and trust in his abilities.  A guy like Mosely who isn't scared to trade blows would knock out Manny IMO. Clottey did fight scared out there, probably smart though, because I think Pacquiao could've floored him had Clottey attempted to trade blows...but then again, what's the point of going the distance with someone on purpose? The Sixers couldn't score more because they were the inferior team just like Clottey, who was thoroughly smothered. He was hesitant for a reason.
