The exception, which has been whittled down to US$12.2-million following another trade, allows the Raptors to take on that amount of extra salary in a trade irrespective of the complicated rules laid out in the collective bargaining agreement for a calendar year. But as next Thursday’s trade deadline approaches, it is becoming clear that the exception will be tough to cash in, for a multitude of reasons. First, there are 10 teams currently with trade exceptions, flooding the market, although only Cleveland has a larger exception to use than the Raptors. Then, there is the issue of available players to take back. Not as many teams are trying to dump salary to avoid paying the league’s luxury tax. “It’s tough to put a value on the trade exception, except to say that this year there seems to be fewer quality contracts available in the form of salary unloads because so many teams lined up to get under the [salary] cap last summer in the banner free-agent year that it was,” Colangelo wrote in an email. “There are fewer [teams paying the tax] this year, as well, and most of them are contenders so [avoiding paying the tax] will be less common. Based on the only fact that the raptors don’t want to take in any salary I can understand why they wouldn’t use the TPE. In my mind the timing of acquiring the TPE was terrible so it seems it’s a complete waste if somehow the TPE become useful come draft night. Yeah, it will expire July 7th as you get exactly 1 year to use it. The only way I can see it being used is if the Raptors really like some guy in the mid-late 1st round and a team is looking to possibly shed some salary in light of the uncertainty around the CBA.
