Flash
I think people knew about this already before The Dark Knight even came out lol Where have you been? Nolan Warenr Bros. have been going back and forth since the release of TDK. Actually, it was looking more and more like there wouldn't be a part 3 until we got this news today. There's no Part 3 without Nolan. It would be a complete flop if he weren't the director.

Lkr
this has been a pretty much sure thing for a while. there was no way WB wasn't going to capitalize on a third film

Flash
Of course he was going to direct it, there is no doubt about that. Not now, not ever, will there be Batman 3 without Nolan. Well the problem was that he didn't know if there was any way to follow up something like TDK. He and Bale were in agreement that if he didn't think it could be done that they'd not make the third. So basically, this plot is going to be even crazier than TDK.
